James R. Partlow Jr.

James R. Partlow, Jr. is the Director of Procurement for Vangent, Incorporated and he has more than 20 years of procurement and contracting experience with a primary focus on establishing policy and compliancy within the organization.  Vangent currently has a business portfolio supporting DoD, Civilian Agencies, state and local, and a commercial practice as well. 

Prior to joining Vangent, James served as Purchasing Manger and Small Business Liaison Officer (SBLO) for Qwest Government Services.  Prior to Qwest, James served as Purchasing Manager and SBLO for QSS Group Incorporated.  In both positions, James specifically focused on Contractor Purchasing System Review (CPSR) compliancy and increasing business growth with small and disadvantaged business concerns. 

James served in the United States Marine Corp and holds a Bachelors degree in Business Administration from Columbia Union College.  He is an active member of ISM and several other professional associations.
