Associate Administrator, Office of Disaster Assistance
Small Business Administration
Herbert L. Mitchell is the Associate Administrator for the U.S. Small Business Administration’s Office of Disaster Assistance. He is responsible for administering, planning, developing, implementing and evaluating all SBA disaster loan-making programs. The program offers low-interest loans to homeowners, renters and businesses of all sizes to rebuild and recover in the aftermath of a disaster.
Since the inception of the program in 1953 SBA has made approximately 1.8 million disaster loans for over $46 billion. Over the past few years the program has averaged almost $1 billion is disaster loans annually with a staff ranging from 600 to 3500 employees based on the level of activity.
Before his appointment to the Office of Disaster Assistance in 1995, Mitchell headed the agency’s Minority Enterprise Development program.
In 1991 Mitchell was selected for the SBA’s District Director Candidate Development program and upon graduation served as the agency’s District Director in New Orleans, Louisiana.
Mitchell began his SBA career in Richmond, Virginia where he served as a Business Opportunity Specialist and Assistant District Director for Minority Enterprise Development.
Mitchell earned his Bachelor of Science degree in accounting from Virginia Commonwealth University.
Mitchell has been awarded both the Presidential Rank Awards for Meritorious and Distinguished Service.
